Biography

Rob Brennan's practice is built on the belief that successful development requires more than legal expertise--it requires the ability to align mission, strategy, regulation, finance, and community interests to create projects that deliver lasting value.

Rob represents developers, nonprofit organizations, faith-based institutions, municipalities, and property owners in complex land use, zoning, permitting, environmental, and real estate development matters throughout Massachusetts, with a particular focus on Cape Cod and the Islands. His practice combines three decades of legal experience with hands-on development, executive leadership, and housing policy expertise to help clients navigate the full lifecycle of transformative development projects.

Before rejoining Smolak & Vaughan, Rob spent two years serving as Chief Legal Officer for Housing Assistance, one of Massachusetts' leading affordable housing and community development organizations. In that role, he successfully led legal strategy and policy initiatives supporting the development of affordable, workforce, supportive, and mixed-income housing throughout the region while working closely with state agencies, municipalities, nonprofit organizations, and private developers to advance innovative housing solutions.

Rob's practice encompasses land use and zoning, comprehensive permitting, environmental and wetlands regulation, development appeals, public/private partnerships, economic development initiatives, and complex real estate transactions. Rob is a co-lead of Smolak & Vaughan's practice representing religious institutions and nonprofit organizations in the planning and implementation of mission-driven housing projects, including matters involving the Massachusetts Dover Amendment, faith-based housing initiatives, and collaborative development partnerships.
